Kuntalaisaloite.fi is an online service for residents’ initiatives where you can submit initiatives to the municipalities that have taken the service into use as well as support and follow initiatives launched by others.
Local resident’s initiatives

You can use the service in Finnish and Swedish. The online service is provided by the Ministry of Justice, and it is safe and free to use.

Under the Local Government Act, municipal residents have the right to submit initiatives on matters concerning the municipality’s activities. The person who submitted the initiative will be notified of the measures taken as a result of the initiative. If the persons submitting an initiative constitute at least two per cent of the municipality’s residents, the matter must be considered within six months of it being initiated.

Service users also have the right to submit initiatives in matters concerning the municipal service in question.

Residents constituting at least four per cent of those municipal residents who are at least 15 years old may submit an initiative to hold a local referendum.
