Both the city and the private holders of property have their responsibilities regarding street maintenance. This is stipulated in the Finnish legislation. The holder of the property must maintain the street year-around according to the scope specified in the legislation.

Holder of the property

The holder of the property has the responsibility to clean the street adjacent to their property from the boundary of their plot until the centre line of the street. Also, the holder of the property must take care of the ditch or green area where the plot finishes up to 3 metres from the boundary of the plot. In addition, the holder of the property must keep the gratings of rainwater gullies, the pipe openings leading to rainwater gullies, and the culverts belonging to the property clean from dirt, snow, and ice.

City

The city is responsible for structural maintenance of the streets. This includes pavement repairs, for example. Also, the city maintains street furniture, rails, signposts, pedestrian refuge islands and other similar objects. The city is responsible for the maintenance of the built central reservation.
